Governing bodies

High Council

The High Council is composed of representatives from the Contracting States to the Institute's Convention. The High Council is the EUI’s highest governance body and is in charge of oversight and steering. It is responsible for drawing up the rules governing its activities. It adopts the budget and appoints the President and the Secretary General.

To assist it in preparing its decisions, the High Council has set up a Research Council, a Budget and Finance Committee, and a Grants Committee.

A Strategic Standing Committee was created in 2019 as an advisory board to the High Council on strategic matters and specific nominations.

The Presidency of the High Council is held for one year by a representative of each of the contracting states in turn, with each new presidency beginning on 1 January and ending on 31 December. The President of the High Council may be assisted for specific tasks by the previous Presidency and by the subsequent Presidency ('Troika'). In 2025, Portugal is holding the Presidency, while in 2024 it was held by Poland, and in 2026 it will be held by Romania.

The Presidency of the High Council chairs the meetings of the High Council and other relevant bodies (Budget Committee, Strategic Standing Committee). If the Presidency is unable to provide a chairperson, due to exceptional circumstances, for a particular meeting of the High Council or other relevant bodies, a delegate of the previous two Presidencies will act as a chairperson.

Key stakeholders are the 24 Contracting States (Belgium, Bulgaria, Denmark, Germany, Estonia, Ireland, Greece, Spain, France, Italy, Cyprus, Latvia, Malta, Luxembourg, Netherlands, Austria, Poland, Portugal, Romania, Slovenia, Slovakia, Finland, Sweden, and Croatia), which are represented in the High Council.

The High Council is composed of delegates of Contracting States. Typically, each Contracting State appoints a couple of representatives to the High Council, often a high-ranking official from the country's ministry in charge of higher education and research, or, in some cases, foreign affairs, and an academic.

Strategic Standing Committee

A Strategic Standing Committee was created in 2019 as an advisory board to the High Council on strategic matters and certain nominations. It is populated by delegations of the Contracting States. It advises the High Council on the EUI's strategy, monitors its implementation according to appropriate indicators, and prepares the strategic discussions of the High Council. It also supports the President of the EUI in designing a strategic plan for the EUI.

Academic Council

The Academic Council oversees research and teaching at the EUI. It appoints the EUI’s teaching staff and draws up the rules that govern the Institute’s academic life. It discusses the content and the organisation of research and teaching activities, examines new academic initiatives and discusses yearly evaluations of academic units and programmes.

Its ordinary members are the members of the Executive Committee, representatives of Professors, and representatives of research fellows, academic assistants, doctoral researchers, Master students, and non-academic staff.

Members of the EUI Academic Council.

Executive Committee

The Executive Committee regularly meets to support the President in the day-to-day management of the Institute. It prepares decision-making documents for the Academic Council. The Executive Committee is composed of Heads of Academic Units, the Dean of Graduate Studies and the Provosts. Representatives of the master students, doctoral and postdoctoral researchers also sit on it.

Members of the EUI Executive Committee.

Management Team

The Management Team acts as the consultative body for support functions and for the coordination of the academic and support units. It is composed of the Directors of Service, a representative of the Robert Schuman Centre for Advanced Studies, a representative of the School of Transnational Governance, and one representative each for the Max Weber Programme and the four Departments' administrations.
