On 11 April, Jean-Claude Piris, who served as the Legal Counsel of the European Council and of the Council of the European Union and Director General of their Legal Service from 1988 to 2010, gave a Debating Europe lecture on "The Future of Europe: Towards a Two-Speed EU?".
In the lecture, Piris addressed the arguments in his recently published book in which he argues for a “two-speed” Europe. The speaker portrayed the current problems and challenges facing Europe and the integration process and underlined that the EU will only get out of the crisis when it does not continue on the path it has chosen so far. The new path to adopt would be the construction of a unitary eurozone, which moves ahead with a serious transfer of sovereignty.
In the debate that followed, which was moderated by EUI Emeritus Professor Philippe C. Schmitter, questions on the feasibility and the practical and democratic implications of the developed scenario were discussed.
