Russia’s invasion of Ukraine has reversed the EU's approach to migration in two otherwise disconnected domains. Faced with the largest flows of refugees in Europe since World War II, for the first time, the EU activated its 2001 ‘Temporary Protection Directive’. At the same time, the Union has taken actions to curb investor migration routes, used by a number of Member States. How can we explain these reversals in European policy approaches to refugees and investor migrants? How will the common EU approach develop over the next few years? Which, if any, long-term consequences will it have on different migration routes in the EU?
