In this talk, the panelists will assess the contribution of non-state actors to the evolution of the partnerships between the EU and the three three associated states Georgia, Moldova and Ukraine through transnational frameworks.

Georgia, Moldova and Ukraine have deepened their relations with the EU by concluding Association Agreements (AA) aimed to advance their political association and economic integration with the Union. The three countries have committed to internal reforms towards strengthening democracy and the market economy.

In this talk, the panelists will assess the contribution of non-state actors to the evolution of the partnerships between the EU and the three associated states through transnational frameworks. The review of these governance frameworks will cover the implementation of the instruments by which the EU supports non-state actors in these countries, the functioning of the networks bringing together non-state and sub-state actors, and the processes by which these actors contribute to intergovernmental policy-making.

The panel will focus on the extent to which, and the areas where, intergovernmental and transnational forms of governance reinforce each other.
