The escalating global technological interdependence has intensified societies’ reliance on digital connectivity, and increased exposure to new forms of vulnerabilities and threats. Given the transnational nature of internet infrastructure and, consequently, digital threats, the strengthening of a transnational governance approach to cybersecurity has emerged as a priority. In this context, building cybersecurity capacity has become paramount in fortifying a coherent, inclusive, and coordinated international effort to protect the cyber domain as a whole, within and beyond national borders.
The necessity of building cybersecurity capacity is particularly critical in the Global South, where internet usage is expanding rapidly, yet the capacity to ensure the safety and security of digital transformation poses a significant challenge. In this context, a growing number of initiatives aiming to enhance cybersecurity capacity strive to assist countries in the Global South in developing their cybersecurity strategies from technical, policy and diplomatic perspectives. These initiatives support countries to lead a sustainable digital transformation, while empower them to actively contribute to international cooperation engaged in ensuring peace, stability, and safety in the cyber domain.
This Symposium and Final Conference of Cyber Resilience for Development (Cyber4Dev) will bring together the expertise of governmental representatives from Africa, Latin America, and Asia, along with representatives of EU institutions, implementing partners, key international organizations, and the academic community working on strengthening cyber capacity building, South-South, and triangular cooperation.
