University of Wrocław Professor Kamil Glinka presents his work on the 'Urban Agenda of the European Union', based on archival research supported by the International Visegrad Fund Research Grant Programme at the Historical Archives of the European Union.

How did the European institutions proceed in forming the urban dimension of European policies?

In this paper, political scientist Dr Kamil Glinka examines how the European Commission (formerly the Commissions), the Council of the European Union (formerly the Council of Ministers) and the European Parliament (formerly the Assembly) came to develop a framework for urban policy making, looking at Institutions' activities in forming their agenda with regard to specific sectoral problems.

The driving questions of his research are:

  • Does the contemporary Urban Agenda of the EU reflect the first (originally) manifestations of thinking about the urban dimension of European policies? What are the main similarities and differences between the initial thinking about the urban dimension of European policies and the current activities conducted in this field?;
  • Which European Parliament political groups played the most important role in the formation of the urban dimension of European policies? What are the possible differences between them? What do these possible differences result from?;
  • Which institution has played the most important role in the whole formation process? In which activities the role of the European Commission was revealed, and in which the role of the Council of European Union and the European Parliament?
