This includes implementation challenges such as data collection, reporting and verification, and calculations of indirect emissions following the entry into force of the ETS 2 but also what simplification means in practice. Longer term issues include the possible extension to downstream value chains or new sectors, implications for exports, reshuffling risks and in what shape and form the CBAM will effectively protect against carbon leakage, allowing for full carbon price passthrough. The CBAM is also central to the EU’s external strategy. The Clean Industrial Deal which is announced for within the first 100 days of the new European Commission, will need an external dimension. This raises several issues such as on the shaping of Trade and Partnership Agreements as well as on the future role and design of the Carbon Border Adjustment Mechanism (CBAM) being a critical element of the European Green Deal. Several trading partners such as Turkey, Brazil and others are introducing carbon pricing policies similar to the EU ETS. On the other hand trade frictions seem to intensify and new developments can be expected, not least with the incoming US administration.Jointly organised with Resources for the Future (RFF) and the European Roundtable on Climate Change and Sustainable Transition (ERCST).Attendance at this event is by invitation only and all deliberations will take place under the Chatham House rule (no views or positions may be attributed publicly to any participant). Following the recommendations that come out of the discussion, the organisers will publish a policy brief as part of their public mission.
