Biography
Laurence Boone is a French economist with a wealth of experience in both the public and private sectors. She has held prominent positions in international organisations, government, and financial institutions, and is recognised for her expertise in European economic policies, fiscal and monetary strategies, and geopolitical economic challenges.
She served as economic advisor to French President François Hollande from 2014 to 2016, as the OECD Chief Economist from 2018 to 2022 and was the Secretary of State for European Affairs in the government of Prime Minister Élisabeth Borne from 2022 until earlier this year. During her tenure, Boone played a pivotal role in advancing economic security issues within Europe, preparing for the opening of negotiations for candidate countries to join the EU, and contributing to the reform of various EU policies. After leaving government, Boone was appointed as the new head of Santander Corporate & Investment Banking France
Prior to her government role, Boone was the Chief Economist and Deputy Secretary-General at the Organisation for Economic Co-operation and Development (OECD), where she managed major policy initiatives related to the global economy, energy transition, and fiscal recovery, and contributed to key G7 and G20 discussions. She also headed the OECD’s Economics Department, overseeing cross-country analyses and policy recommendations for member countries.
In addition, Boone has extensive experience in the financial sector, having held senior positions at AXA, Bank of America Merrill Lynch, and Barclays Capital. She has been an independent board director at Kering and contributed to France’s debt management strategy as a member of the Strategic Committee of Agence France Trésor.
Boone, a French national, holds a PhD in Applied Econometrics from the London Business School (UK); an MSc in Econometrics & Macroeconomic Modelling from Reading University (UK); a Master's Degree in Economics from Université Paris X Nanterre (FRA) and a postgraduate diploma (DEA) in Modelling and Quantitative Analysis from University Paris X Nanterre (FRA).
She has taught economics at leading institutions, including Sciences Po, École Polytechnique, and King’s College London.
