Biography

Paolo Meucci is a Visiting Fellow at the Robert Schuman Centre for Advanced Studies, where his research focuses on the governance of large continental integrations, such as the European Union (EU) and the African Union (AU), as vital elements for upholding multilateralism.

Between September 2022 and January 2024, he served as Minister Counsellor at the EU Delegation to the African Union, leading the establishment of the European Parliament antenna in Addis Ababa. From 1988 to 2022, he held various roles across European institutions, including the European Commission, the European Parliament, and the European External Action Service. His most recent position at the European Parliament was in the secretariat of the Constitutional Affairs Committee, where he worked on institutional relations with national parliaments, transparency, and the right of inquiry.

He also played a key role in the Conference on the Future of Europe, with a particular focus on its Citizens’ Panels, one of which concluded at the European University Institute (EUI) in December 2021. From September 2020 to December 2021, he held an EP Fellowship at the EUI to explore parliamentary and institutional challenges.

He has over three decades of experience in European policymaking, beginning his career in 1988 as a lawyer in the Internal Market Directorate-General of the European Commission, focusing on the Free Movement of Goods. Later, he held prominent positions in the European Parliament, including Deputy Director of the EP Office for Italy, and worked in the secretariat of the Transport and Tourism Committee.

In addition to his institutional roles, he has been invited to speak at international conferences, including the Africa-Europe International Conference in Cape Town in November 2024. He is also pursuing an initiative at the EUI—EUI-Joint Visions—to facilitate dialogue between African and European stakeholders on critical issues such as migration, peace, security, development, climate change, and agriculture.
