Academics assume that multilateralism is part of the liberal international order. However, we see autocracies increasingly promoting international norms and intergovernmentalism. This project argues that this type of multilateralism is hollow, because international norms function as a legitimation of autocratic policies. In order to test this argument, this project collects data on norm commitment by countries in international organizations. This allows us to uncover the shifts in commitment to norms in international organizations over time between regime types.
