The EU swift intervention to support national welfare states in the midst of the Covid-19 pandemic has been widely praised as a proof of cross-national solidarity. While the jury is still out on a definite EU endorsement of inclusive and capacitating welfare provisions, the recently launched Recovery and Resilience Facility has placed the EU in the driving seat of national reform agendas for the years to come. The purpose of this project is thus to assess the extent to which such opportunity will be seized by the EU to foster a process of welfare states recalibration towards social investment.
