Description

This course is designed for students who wish to gain a thorough theoretical and empirical understanding of the key drivers and processes related to climate policy design and implementation across different sectors. The content of the  will build upon the first year MTnG courses on tools of transnational governance (particularly the policy design and methods) and economics and elaborate on one of the most pertinent policy domains, the climate policy domain, which requires integrated action by a diverse group of actors (public-private levels). The course will unfold around the critical review and analysis of the development, feasibility and effectiveness of the various climate policy instruments implemented in different jurisdictions (e.g. EU).

Climate change governance encompasses policies at transnational, national, regional, and local levels, this course will explore what constitutes an effective climate policy mix, which involves defining the right instruments with suitable geographic scope, the levels of stringency to get started and how these levels evolve.

We will study the role of policy mixes in different jurisdictions focusing on the economics underpinning policies and their legal feasibility, and measures derived from international treaties. Additionally, the variety of instruments and their applicability/effectiveness will be assessed: economic instruments (taxes), market-based instruments (Emissions Trading Systems), regulatory standards (CO2 performance standards for cars, energy performance of buildings), targets/mandates (renewable energy/energy efficiency targets), and “soft measures” covering the voluntary action taken by private companies and individuals – such as consumption patterns changes.
