Framework Partnership Agreement

On 8 November 2011, 26 years after the creation of the Historical Archives of the European Union in Florence and on the eve of its move to Villa Salviati, EUI President Josep Borrell and the Director of the Secretary General of the European Commission responsible for archival systems Hubert Szlaszewski signed a new Framework Partnership Agreement (FPA).

This agreement will ‘reinforce the role of the EUI in providing access to and promoting consultation of the EU archives’, and will provide for a medium-term programme that clearly sets out the responsibilities of the EUI and the EU institutions with regard to the HAEU; it defines the future role of the EUI concerning researchers’ access to digital archives, which are increasingly important, and provides financing for these activities with a grant. Furthermore, it marks an important milestone towards amending the Council Regulation of 1983 on the installation of and access to EC/EU historical records by extending the Regulation’s application to all the EU Institutions, Bodies and Agencies, thereby giving the European University Institute a general and permanent role in the management of the institutional archives.
