Rainer Bauböck, Professor of social and political theory, published "Von Herkunft und Zukunft", ("About Origin and Future) in Die Presse, 13 July 2012. Open internal borders and free movement for EU citizens have been introduced to promote European integration, whereas third country nationals have to prove their willingness and capacity to integrate into Europe’s nation-states, increasingly even before being admitted. The contrast between these two responses to migration couldn’t be greater: on the one hand, integration through abandoning state regulation of migration and immigrant incorporation, on the other hand, state-mandated integration as an individual duty and selection criterion. Instead of shaping social reality in Europe’s immigration societies, migration policies in Europe rely largely on legal fictions that feed at the same time populist myths about nations of natives.
