The executive roundtable on rules of origin (RoO) aims to address the complexities of RoO within a fragmented global trade environment. This two-day event, co-organised by the European University Institute and the American Development Bank, will feature expert presentations and discussions on recent trends, the status of non-preferential RoO at the World Trade Organization, the updating of Annex K of the revised Kyoto Convention, and innovative practices from various jurisdictions including the US, EU, and Japan. Participants will explore the implications of RoO on supply chain resilience, the challenges firms face in complying with diverse certification methods, and the potential of cumulation provisions to enhance trade facilitation.
Key topics for discussion include a study on certification practices and a firm-level survey conducted in Vietnam, informed by a short study presented by UNCTAD at the upcoming Committee on Rules of Origin (CRO) in November. The roundtable will also address cumulation issues, particularly in Africa, which will underpin a future study funded by the UK. The use of utilisation rates to drive trade facilitation reforms in RoO will be examined, as well as the importance of firm testimonials in providing concrete evidence for intergovernmental discussions.
The roundtable will also highlight the use of websites and tools to assist firms in complying with RoO and will showcase best practices in RoO certification and digitalisation. By fostering a collaborative environment, this initiative serves as a platform for stakeholders to share insights, propose solutions, and develop strategies that encourage convergence in RoO standards and practices, thereby supporting improved participation in international trade.
This workshop is by invitation only.
